How to keep spam out

1. Closed system

To access the system, your name, address and credit card will be known.

You can't bypass the system - it goes from User A, through the central thingy, to User B. The system can see all. It can notice if the same content is being relayed to many different users. It can look up whether the senders have permission to do so.

2. Permission

Limits can be placed on how many emails you can send a day, and how many recipients individual emails can have. If the user needs more, they can pay. Which might (hopefully) see an end to all those "Fwd: 50 ways to know you are dating a loser" emails that bored folk send to everyone in their address book.

3. Involve the authorities

Forget about fines and loss of email privileges. If someone is caught spamming, get the law onto them. Because the system is privately run, there are probably a variety of charges that can be laid. Cyber-trespassing anyone?
